Start by identifying the exact placement area
Do not describe the position only as outside the house. Confirm whether every part of the dumpster and delivery operation will remain on private property or use a street, sidewalk or other public right-of-way.
Philadelphia distinguishes permanent dumpster licensing from temporary construction placement in the public right-of-way. For a temporary project container on a street or sidewalk, ask the provider which Streets Department approval applies and who will obtain it.

- Measure gates, driveway width and the usable street space

Rowhome streets need a delivery plan, not just an address
Across South Philadelphia, Fishtown, West Philadelphia and other rowhome neighbourhoods, the building may have no driveway and little spare curb space. Alleys can help with carrying but may not suit a roll-off truck.
The truck needs room to approach, place and later collect the container. A space that appears large enough for the dumpster itself may still be unsuitable once parked vehicles, turning space and safe loading are considered.
